Is Neglect excuse when it happens with CPS?

A 4-6 month old baby was taken into custody from a home in Luther, Oklahoma, Oklahoma County about three months ago. Within two days the baby was found dead IN the Pauline E. Mayer Shelter in Oklahoma City. Shelter employees said the baby boy was fine when he was taken into custody. Their 'medical staff' reportedly said the boy was fine when he arrived at the shelter. TWO DAYS LATER he was dead. I'd like to know why the 'care-givers' at the shelter weren't arrested and accused of abuse, neglect and/or causing a baby's death. They ALLOWED him to die in the shelter rather than seek medical attention for him! WHY?

Does the fact that they work for the Oklahoma Department of Human Services' Child Protection Services exempt them? Why didn't they just leave the baby with his mother so he would still be alive?

Why do so many children DIE while in foster care? Why doesn't DHS/CPS want to help families when they MAY need help?

I know one fellow who called an OKDHS caseworker about parenting classes. The caseworker, Ms. Giwa, said, "We don't have parenting classes! You need to move out of the house, take your children with you and get a divorce. If you don't, you'll be accused of depriving your children."

He had moved the children out BEFORE he called for help. When the grandmother found that Ms. Giwa said they didn't have parenting classes, she called her back. Ms. Giwa CONFIRMED that she had told the man that they didn't have parenting classes and that he needed to move out of the house, take the children with him and get a divorce.

I wonder WHY Ms. Giwa didn't want the man to know how to find parenting classes. Six months later, the man found that Ms. Giwa 'reported' that she mailed a letter to the family telling them about Parenting Assistance Classes and about Anger Management Classes. Why couldn't she call the man and tell him what she found instead of mailing a letter? By the way, the man NEVER, even to this day, has seen that letter! A copy of the letter is NOT in the DHS KIDS file! There is absolutely no proof that Ms. Giwa even put a letter in the mail. WHY? She should have a receipt to prove she mailed the letter. It's evident that she was not willing to help the man OR the family! WHY?

The BIG problem is that if the agency can find a way to adopt the child to anyone, the agency gets Bonus Money from the Adoptions and Safe Families Act of 1997. If the child is normal, they get $4,000. If the child has handicaps or is a 'needs' child, they get $6,000. If the child is twelve years old or older, they get an ADDITIONAL $10,000 of BONUS MONEY!

In October 2005, DHS agencies were given more than $17 Trillion Dollars of Bonus Money for adoptions finalized in 2004. We need to protect children FROM the Department of Human Services' Child Protection Services.

As long as DHS agencies get Bonus Money for adopting children, there will be NO help for families. If the agency was given Bonus Money for helping the family, they'd strive to find some way to HELP the family but as long as they only get Bonus Money for adopting children, there will be NO help!

President Bush extended the Adoptions and Safe Families from 2002 through 2008 and then announced that our Social Security Fund would be broke by 2008. President Bush also lowered the qualifications for that more DHS agencies could qualify for the Bonus Money. The Bonus Money comes, UNLIMITED, from our Social Security Fund (FICA TAXES).

If people were allowed to help their neighbors when they know they need help, fewer children would be taken into custody. However, if you think a child could be abused or neglected and do NOT report it on the DHS HOT LINE, you can be accused of KNOWING the child is abused or neglect and NOT reporting it, a criminal offense.

I met one mother whose friend got mad at her because her car broke down and she couldn't drive the car pool kids to school one day. She reported the mother saying there was no food in the house and the house was filthy. DHS came out to check the report but found all was OK.

I find it very strange that DHS agents have time to check out petty jealous reports but can't care for a child in their care to keep it from dying while in their care.

They take children into custody and LET them die in the shelter. WHY? It's their job!

I also found it very strange when newspapers reported that children were taken into custody at the funeral services for their sibling. It's called Child Protection Services! The children were not even allowed to see where their little brother was laid to rest. THAT IS CHILD ABUSE but it's OK if the DHS agent is doing it!

The parents were suffering enough with the loss of their child and taking their other children into custody was supposed to make them happy. Those children NEEDED to know where their brother's body would be resting! They needed to be with their parents who were distressed over the death of their child. THAT IS AWFUL!!!!!! Oh, sure, those children MAY someday be allowed to go to the cemetery but it won't be until after they're out of Child Protection Services! They've got to be emotionally disabled and put on experimental drugs and/or counseling before they'll be able to go to the cemetery.

Why did DHS adopt ELEVEN children into one home? A neighbor found them living in cages and reported the neglect/abuse. The adoptive parents were on an extended vacation using some of the $11,000+ they receive each month. The children were taken back into custody so they could be adopted AGAIN for another batch of Bonus Money.

Why did a judge adopt a four-year-old girl and then leave her home alone, and barefooted, while she returned to the airport to pick up their luggage? Why wasn't the judge arrested and accused of neglect when the police found the little four-year-old girl - still barefooted - running along the side of a busy highway trying to find her new mommy?

IT'S ALL ABOUT MONEY! The judge knew she'd get Adoption Assistance until the little girl was eighteen years old OR twenty-two if the little girl was still in school. She knew she'd get Adoption Incentives to help adapt her home for the adopted child. IT'S ALL ABOUT MONEY!

OH, yes, according to the Adoptions and Safe Families Act of 1997, courts get BONUS MONEY for speeding adoptions. READ the Adoptions and Safe Families Act of 1997. The Bonus Money comes, UNLIMINTED, from our Social Security Fund (FICA TAXES).

Just like one judge in Oklahoma County said, "We're not running a time machine! We have to find a permanent place for these children!"
